This is also relevant for Black Adam since we see he has [at least] comparable speed to Runner, who was left in the dust when Makkari achieved lightspeed, while Black Adam was in a similar situation right behind Jay Garrick:
Black Adam would treat Surfer like runner did, only instead of stealing his board for humiliation, he'd probably just destroy it, crushing his mobility and then beating him like a pinata. But then again, he could also opt to troll him, and beat him unconscious with it, the same way Lobo Lunatik has done:

Surfer is not at full capacity during that fight as he was unknowingly psionically manipulated to like Runner therefore it just can’t be compared. Take it like this the power is intact but the person applying the usage of that power is not in proper set of mind therefore its use of that power is not at full capacity. Unlike when he fought Makkari where the powerset discussed wasn’t use.
Everything else is nulled by time stop.

Black Adam is fast enough to replicate what Runner did, with more bloodlust, energy output and physical power.
