Very impressive at rookie GL levels, true. But I don't hold him quite at that level -- as I said before, I think John Stewart is a good match for Surfer, all things considered. And Black Adam, too, though I do fear he'd just Runner-stomp him into the ground. Maybe less than Black Adam?

Black Adam's power is powerful enough to purge the Great Darkness from every hero/villain the the Dark Army, fwiw.
