That issue had Surfer needing Unipower and Gladiator's help to stop a tiny ship. Not the best example for his power.
and BRB hit Surfer first, even with the board hitting from the back, it's not like that's stopped people like Thor from brawling with Surfer before, but Bill couldn't hang.
Last time Bill hit Surfer just two times and Surfer was knocked the **** out.
You said Herc laid him low but we literally see him recover on the same page, and this was an amped Hercules, prior to that he stopped blocked Mjolnir with his board.
I mean the issue also had him brawl with someone with the powers of Gladiator and Hulk stacked, Gladiator has embarassed Thors several times (including BRB), just like Hulk has. Adam needed to team up with a bunch of other heroes just to destabilize the Earth, that's not exactly a good display of his power either, but I wouldn't say he's weak based off one feat.
Last time Bill fought him was pre-annhilation, before Surfer had his powers amped, and he also had to sucker punch Surfer to gain an advantage.

It was just Gladiator, not hulk.

Just like Surfer used the board to Sucker punch bill to get advantage.
I like how when it's Surfer Vs Superman, Surfer can't rely on his speed and strength etc....Surfer HAS to rely on cosmic awareness, red sunlight, Kryptonite etc....
Against Adam, a guy who some say is equal to Superman but without his weaknesses (AND who is magical to book)...he.....erm...yeah, suddenly he has all these speed and durability feats.
