The ultimate series has been established as being seperate from 616. It is a different universe, assigned the moniker "ultimate" rather than a number.
The "what if" series shows things that happen in other universes. and that's all those are and thats the reason they aren't canon. At a single point in the 616 timeline events happened slightly differently that caused massive results.
In at least one reality(the one I mentioned earlier) Wolverine slaughtered a whole slew of people he had no business beating in 616. Including Juggernaut, Apocalypse and Magneto.

Would that not, in fact, include the Ultimate Universe? Thus making it a part of the Multiverse, which is in part ruled by one supreme being of the Marvel universe itself? Really making all the universes the Living Tribunal watches over of the same value and credibility? It seems that there is not one that is truly more better off than the others to the LT. They are all the same. There may even be a universe...
Eh. Forget it. I'm done. Fine, nothing from the Ultimate universe counts.
But I just don't think I've ever gotten my true question out there for you guys. It's not canon, I understand this. But for something that's as miniscule as the intensity of Cyclops's optic blasts...should that really matter?
Are you trying to say that UU Wolvie is weaker physically than 616 Wolvie? Or that Cyke's optic blasts are more more powerful than in 616? I mean, when it's just something like this, not a question about EXTREMELY key events that take place...what does it really matter what universe it is?
