1. He was being coerced.
2. He gave up rather than kill Storm with his blasts.
3. He wasn't really up for the fight itself.

I know what happened but even then she fared pretty well, storm has to many options in this battle. This is almost a none fight, unless cyke just start out with his forest blasting blast.

She's more maneuverable than him; it would be kind of hard to hit her whereas he'll be a sitting duck.

She got her ass kicked... She didn't just shrug them off. He could've killed her with ease.

Had Shaw decided not to be an arrogant showboating prick about it, he would have one-shotted her. The main thing to point out is that she couldn't handle being smacked around by Shaw's love taps.

She wouldn't hold up against an optic blast if Cyclops intended to hurt her.
