Altering events on Lanzar is part of the plot, but don't fake them. By the same logic, the Rebels can't fake Imperial atrocities to get Senate Sympathy.

It seems I misunderstood you, because of your use of the word distabilize. Did you also mean encouraging violence among Osokans as unacceptable?

Against the Senate, no you cannot. Anything like that will be treated as if you attacked the Senate yourself.

No, I meant things like encouraging anti-Drakkon opposition, which may indirectly lead to collapse of peace talks.

Concerning the details of the aproach to Lanzar, let the involved characters decide, though Agent Lyle has the final say. Remember you have to keep relatively low profile until I give further orders.

Well, we will aproach Lanzar and wait till I learn about the state of negotiations. You can always conduct battle simulations in meantime, Osokans are demanding opponents and soldiers need to be well prepared.

And knowing what Ushgarak is capable of, Osokans might have acquired a fleet from somewhere.

I find it likely that the Empire would know of the Osokans' naval capacities, surprise fleet or not. They are very blunt, after all.

Arvus will make ready his ship, and is content to take orders from Agent Lyle unless he shows signs of insanity or stupidity to an extreme. He doubts it will happen, but he is paranoid.
