Seeing as he ordered interception of the ships where you did not, I am assuming he agrees with my interpretation on the matter."
The greatest Imperial triumph thus far in this game has been naval (as opposed to army or political), so Nidar and the Captains are in a strong position. I think levelling the Rebel capturing accusations at Nidar has bounced badly, because the blockade did down them and it is hardly the Navy's job to catch people on the ground.
