so...here it goes...while the shield is up, the TIE fighters enforce the blockade against ships trying to leave unless they are authorized; then, when the shield is down, the TIE fighters will fly in and target whatever Anti-Aircraft units are in Lanzar City and possibly other ground targets, and escort the troop carriers down to the surface...

Andran's authority pretty much depends on whether the other Senators agree. But he does control access to the mission- putting pressure on the Senator's homeworlds (in lieu of being able to talk to the Senator's themselves in advance) might have yielded a private appointment but there is no time for that now. Andran's reasoning is logical- you have indeed arrived without warning and not giving you an immediate appointment is rude (given your status) but hard to challenge.
You also have a feeling that you are going to be watched wherever you go.
He has not raised any objection to the Commander staying in the room.
