As an Imperial world, it is subject to the emergency laws of the Empire, under which any planet may be used for training if it is far enough away from any settlement.

You didn't come up with the idea because the idea of holding training manoeuvres with an entire army on a populated planet is basically ludicrous; disrupt a planet like that and its Senator will raise merry hell.
But Lanzar is 90% wilderness. It's virtually feral. It's almost impossible to disrupt it, even with an army that size.
It's a neat loophole. You reckon the Empire might do well to do a lot of its work on planets like that.
