Okay, since I have no idea where Esgabath is going with this, General Coll wishes to take some initiative. Since he's on planet, he wants to investigate the layout of the city on foot.
He wants to go to the wall closest to the landing site, or in that direction. If necessary, he will take some stormies with him.
Is the starport empty? Of course not! Is a major airport ever empty? This is a major city!
Ok, following the convoy in this manner will run the risk of being spotted, of course. I'll make the rolls if you are happy with that.

Good thinking, Coll. Well, the starport is in the middle of the cross-shaped city, so there is no one closest wall.
The walls are exceptionally high and thick, designed over a long periopd of time to keep the city safe from wildlife you can only assume has an almost military danger to it.
The walls are inside the shield. Hmm. In fact, the shield is close enough to the wall to make trying to storm it with the shield up very hazardous indeed. It's not 'hugging' the wall- it is not precise enough for that. You would say there is about fifty metres clearance, which might sound like a lot but is bugger all in battle. Troops at the wall would be cut off from all supporting fire from the army.
But of course, blowing the generator without storming the wall first would, by standard Imperial attack plans, be impossible. You can't just walk an AT-AT over this thing. Heck, even with the wall down, your heavy vehicles would be useless in the city.
I will wonder around the starport a bit, do the locals seem to be prepared for battle? Does it seem like they can be provoked by my presence?
So this translator knows about no Osokans of note I can reasonably get in touch with? Does Drakkon have authority to deny me the access to Guildmasters?
Oh, and I will ask the bartender about the political situation a bit before I leave. What does he think of Drakkon and the stability of his rule over Lanzar?
Osokans can hardly be called the people with the calmest temper. As to whether they are prepared to fight- well, they are all armed, but that's just normal.
Not gun armed though. In your experience, guns always provide the quickest draw- also the most loud and obvious one that would bring others into it. Whilst they are just carrying around knives and the occasional whip, you can't see them causing any trouble unless you start it.
It's Drakkon's world, he can technically do what he likes. There's not much of a future for a world's leader who buggers around with a Commissar but he probably feels he has nothing to lose. More to the point, you simply don't know where to look.
The bartender says that Drakkon is fair. His methods of running things are draconian but the Lodges are accepting them, due to circumstance. Certainly a whole lot better than Matadan.
