Hulk generally can beat the tar out of Thor, at his "Savage" Hulk levels.
At his more higher end Green Scar level, he needed help and luck to beat Surfer.
At his most mindless and Bannerless levels (when he should be operating with a ferocity that even Savage Hulk doesn't have), he couldn't even budge Surfer. It's far more impressive than Pre-Crises Superman's little "stand" against Savage Hulk.
Against Thor, Surfer's never fought with any great desire. Nothing like he does against Ravenous, against T&A etc etc. It's not in his character to beat up someone he considers a good guy.
Thor on the other hand, is always looking for a scrap (part of what infuriates him wrt Hulk is that Hulk just is more powerful than him and is a better fighter - hand-to-hand). So every time he fights Surfer, he gives it his all.
Thor's more powerful then Surfer and generally more powerful then Hulk. Get over it.
Surfer had an upgrade apparently and still couldn't take down a wounded Thor. Mjolnir was more powerful then his Power Cosmic in their first fight and it still is now.
Hulk had like a half dozen upgrades along with Superman but Thor still took on an amped up Green Scar and Thing.

Surfer's clashes with Thor have always been ones where Surfer has no interest in the fight, where Thor has more to gain/lose from it. Including the egg hunt that brought Galactus to Asgard.
We see what Surfer is willing to do when the stakes are higher, when BRB harassed Galactus and needed to be put down, Surfer humiliated him and made sure the message got through.
When Ravenous returned to pick-up his fight with Surfer, Surfer sent him packing in moments.
Direct contests and ABC wrt Hulk would show that Surfer is more powerful of the 3 but least inclined to fight.

Why on earth would there be any parity any longer, between Thor and Hulk? Thor himself admits that he could "never beat" Hulk, when he bfr'd Nul. A creature that Hulk eventually over powered.
General forum consensus is that a character under mind control is not a proper indication of that character's potential sans mind control, is it not? Nul was an entity controlling Hulk's mind, when the Betty card was played, Hulk broke free of Nul and broke the malet.

Surfer has never had any interest in there fights? Now that's just a flat out lie, delusional lie. And in the Galactus arc, Surfer most definitely had a vested interest in the matter. Especially since Galactus was incredibly desperate in getting the Seed.

Even if Hulk was twice as powerful as Nul, why on Earth do you think adding Nul on top of his own abilities would do anything besides amp him up significantly? Especially since it was outright stated he had a huge boost in power as if that wasn't obvious:
And where did Hulk overpower Nul? As far as I know, this never happened. No one is saying Nul > World Breaker Hulk but Green Scar clearly received a huge boost.

Anyone objective can see that Thor typically face as class of foes beyond that of Hulk. But when it comes to Hulk specifically, Thor fights him at his own level due to his pride. That's just how things are. Hulk is generally > Thor when they fight each other due to Thor's self inflicted CIS as it specifically pertains to Hulk, but that doesn't take away from all the stupid high end bullshit Thor does as a rule.
Unless you think Hulk > all those beings of skyfather level and above. In which case I recommend holding your breath for five whole minutes.
Janus is absolutely right IMO.
Thor gets to beat Surfer because Thor is immensely more popular. It also suits the story. It seems like every few years writers bring back the Surfer due to him stagnating for some time. Surfer pops up in a Thor book or story revolving around Thor (another reason why he gets to beat the Surfer) and they have Thor defeat SS. (What are the writers going to do? Have Surfer beat Thor in Blood & Thunder's second book? That would wrench up the story)

As Janus already pointed out, Thor is always ready for a fight. Surfer may claim he is going all out, but he never shows it unlike Thor. It's funny how Surfer forgets all his powers, that he uses regularly, yet Thor fights Surfer like Thor fights everyone.
