Hulk is the ferocious and unconquerable warrior Thor wishes he was, Surfer is the noble spirited explorer Banner wishes he was and Thor has the hair that Surfer wishes he had.
That's the only rock-paper-scissors going on here.
Other than that, Hulk has more raw power than Thor, Surfer has more raw power, speed and versatility than Thor and Hulk has more clothes than Surfer! 😕

Except when you actually look at on panel evidence and their respective track records (both against each other and independent against one another against threats of various import).
Where Surfer has bested Watchers and people who have completely owned Thor, whilst Thor's taken a beating and survived - but not defeated - powerful foes.
And Hulk, he already has on-panel feats that are ridiculous beyond measure.
Hulk generally can beat the tar out of Thor, at his "Savage" Hulk levels.
At his more higher end Green Scar level, he needed help and luck to beat Surfer.
At his most mindless and Bannerless levels (when he should be operating with a ferocity that even Savage Hulk doesn't have), he couldn't even budge Surfer. It's far more impressive than Pre-Crises Superman's little "stand" against Savage Hulk.
Against Thor, Surfer's never fought with any great desire. Nothing like he does against Ravenous, against T&A etc etc. It's not in his character to beat up someone he considers a good guy.
Thor on the other hand, is always looking for a scrap (part of what infuriates him wrt Hulk is that Hulk just is more powerful than him and is a better fighter - hand-to-hand). So every time he fights Surfer, he gives it his all.
