Abomination is a class 100 character with Hulk level strength. He's a villain who jobs and he doesn't have dynamic strength. He's every bit as strong as Juggernaut.

Surfer is as weakened as Hulk as well as depowered. When both are fighting, Surfer overpowers.
He has Nova practically helpless and isn't even trying to fight Nova.
Krosakis is overpowered by the Power Cosmic.
Superman hits Equus from behind. That is your critieria for "cheap shot" even though you refuse to say that Darkseid cheapshots Surfer or Superman cheap shots Hulk.

Cable anticipated burning out eventually. He had not reached that point yet. Surfer, AKA the "unexpected wild card" brings him close to burn out and death. Deadpool's lobotomy saves him by stopping his power completely.
Cable had Deadpool remove part of his brain AFTER the fight with Surfer which removed his power. Surfer didn't do anything except Cable playing possum.
Even this contradicts you notion that Cable is burned out before fighting Surfer. Surfer brings him close to a point that Cable anticipated would come in the future. Read carefully.
So he jobbed against Surfer? Otherwise name one notable win he has against anyone.

Acting? In a superhero movie? It was no worse or better than the other Reeves movies. It was passable and unnoticeable, that's all I ask for in the genre.
Characters were awesome. Nuclear Man was a great villain with a threatening presence. His fight with Supes on the moon and their chase around the world before were great comic book movie sequences, and my favorite superhero movie fight other than the Zod fight in MoS.
Plot? It was a comic book plot. Bad guy created good guy's DNA, bad guy needs to be defeated. I was going to see a comic book movie and got a comic book plot. Perfect.
The masonry vision was hokey and lovable, just like the silver age supes that reeves was based on.
Graphics? It was 1987. The graphics were fine.
Hating Superman 4 I honestly believe is usually lazy bandwagoning. I liked it when I first saw it and still liked it when I saw it again just a few years ago.
Superman 3: Oh hey its Richard Pryor was probably the worst Superhero movie of all time though. Even worse than Batman Forever.
