Worth noting that Jor-El/Oz was completely unaffected by direct exposure to Kryptonite earlier in the issue:

...So he's either found a way to make himself immune to it, OR he's not from the same universe.

I took it as some sort of tech in his staff protecting him. There seemed to be a blue glow/field around the piece of kryptonite.

He waltzed right up to Corbin and snagged the k-nite from his chest w/o issue. The 'glow' surrounding the rock is likely just ambient radiation being emitted from the k-nite itself -- hence why it has a green hue.

^ Hal was moving at transluminal velocity trying to catch with Lightray and the OBs, but he initially couldn't because his constructs broke apart while moving at those speeds.

Also was going so fast to try to catch up he almost caused a speed force singularity
