Especially given that Emma psychically unlocked Havok's full power there, which allowed him to breach the shields. Before that, his blasts were just as ineffectual as everything else.

Havok's upper limit is solid Herald level imo. Remember when he transformed into that Cosmic Entity vs Thor? If Cyclops' eyes are a Solar battery. Havok's entire body is a cosmic sponge.

The writer has already established Darkseid as far superior to Diana and even Zeus in the opening issues of the arc. If Darkseid just waltzes through everything she throws at him, it would be repeative.
