Either can win (just like two real life fighters that are closely matched).

Bats has the skills and Cap has the physical stats.
Bats has superhuman stats (but somewhat lower than Cap) and Cap has great skill (but somewhat less than Bats).

It's about even.
Pressure points could sway it in favor of Bats though.

Batman is a metahuman.

If even or nearly even then Cap wins
If Bats is somewhat more skilled then toss up
If Bats if significantly more skilled then Bats
