I say he loses to Hal, but he'd put down Supes. Superman himself has admitted Hal possesses more power than he does, and Alan is considered (and repeatedly stated) to be the JSA's "big gun" which would include, presumably, Dr. Fate.
Being magical, he could mount a good defense against the magicusers. I say he'd lose more often than not to Hal and Strange, but would win the others most of the time.

You could make an argument for a GL beating almost anyway because how do you measure such things as will and imagination? In this case I think it's just a difference of raw power. Alan Scott as Sentinel has the full power of the Starheart which is all chaotic magical energy in the universe. The Guardians described it as absolute power which is why they sought to imprison it and plus it seemed much less dependent on willpower since it was internal power.
