I don't know. All I know is that the members of the JSA at one point clearly assumed him to be their most powerful member....which would include Dr. Fate. But I have seen no fight against Dr. Fate to back that up. Nor have I seen anything to suggest he's too far beyond the other GL's (though with his magical nature, it's probably safe to assume he's a bit more versatile than they are as normal GL's). I honestly have him right around Surfer level...but a bit more versatile because GL's can do some interesting stuff occasionally.
I mean, I saw Quasar hold his own against Galactus for a while once, but that doesn't mean he's on level with Big G. The same should be said of Alan stalemating Parralax/Ion/whoever it was, until proven otherwise.
