You can't really say that for sure though because you still have people like Alistair Overeem or Daniel Cormier who have been defeating top competition, and are themselves either undefeated or haven't lost in years and years.
Junior just lost, Cain lost to Junior two fights ago, Daniel Cormier is undefeated, and just ran through Bigfoot Silva and Josh Barnett and is the Strikeforce 2012 Heavyweight Tournament champ, as well as the former King of the Cage champ until he vacated (a lot of people do think he is better than Cain as well btw), Alistair Overeem hasn't lost since 2007 and is now the new and improved Ubereem, he's the Strikeforce and Dream HW champ, the K1 2010 World Grand Prix champ, and eh just ran through Fabricio Werdum and Brock Lesnar.
You can argue that either Overeem or Cormier have the better current resume, regardless of Cain being the current UFC champ. Don't get me wrong Junior and Cain do have great resumes themselves but they both have recent losses, Cormier and Overeem don't.
Forgot to mention Cormier's wrestling creds as well: D1 all-american and runner up, runner up in the Big 12 Conference, as well as wrestling in the olympics, getting to 4th place one year and in 2008 being team capatoian (he is also cain's wrestling coach for the record).
The way I see it Cormier is the better wrestler, on a simialr level in stirking, maybe not as diversified but a lot more powerful, with Cain possessing his massive cardio advantage. Apparently in training when they fight it's pretty dead even. I could see the grappling possible cancelling out to begin with, and I think Cormier either knocks him out or Cain brings it into the later rounds and then dominates.
Overeem is an absolute monster, he's such a dangerous striker (imo right now he is easily the best striker in the HW division), but on top of that he's also got powerful takedowns, very good TDD, has an absoltuely massive size/weight advantage, and a great ground game as well with dangerous submissions. I think you gotta consider him the number 1 HW in the world right now.

Not saying Overeem/Cormier can't beat him, but they must seek Cain out. It's not the other way around.
I guess that's one way of looking at it, but what about Daniel Cormier. Cain and Daniel always agreed never to fight eachother and that if one had the belt the other would move down to LHW.
In a way, we might never really find out who's better between the two if one has the belt and the other keeps winning.
Having the belt is all well and good but imo. the one to beat is the guy who's truly the best, the guy who once you beat people look at you as the new guy to beat.
Having thought about it some more though I do actually think Cain probably is the best HW, the way he handled Junior was pretty amazing, and he has that style where he can basically outstrike pretty much any wrestler, take down any striker, and when faced against a good striker with good takedown defence, he can just mix up strikes with takedowns and freeze their game up. I still think eh has a questionable chin but he's so explosive for a HW with great movement, and the cardio to keep it up for all 5 rounds.

Man, the rematch with Cain and JDS was so disappointing for me, Junior could have caught Cain while Cain was charging towards him looking for takedowns. Cain kept coming forward very sloppily with his chin stuck in the air, and Junior just kept backing up towards the fence (which resulted in him taking a brutal overhand right when Cain changed levels).
Junior fought too defensively, he should have planted himself and hit Cain with a straight right while he was coming in looking for takedowns, his chin was wide open.

Not saying Cain won't win, but the 3rd match will be interesting.
Only just found out that Bisping-Belfort is going to be a 5 rounder... in that case I'm thinking Vitor really does need to get the early(ish) finish, Bisping has truly world class cardio and I can see him dominating in the later rounds if Vitor starts to fade.
Also gotta say that I had kinda jumped on the Nate Marquardt at WW bandwagon and was a little shocked that he lost. I was thinking he was a potential top 5 WW.
