Neji may be a bit of problem due to his 'Deus ex vision' but I doubt his 'Spinning top' attack can block bullets.

his divination whirlwind{kaiten} is his absolute defense. it was stated in the chuunin exam finals to be even stronger a defence than gaara's absolute defence of the shield of shukaku{dont know how this compares to his SUPREME ABSOLUTE defence, the shield of shukaku, which was used after the exam, but still, gaara's shield stood attacks from rock lee with 2 gates open} and he proved it by deflecting a kyuubi chakra naruto's attacks which left a shockwave larger than the stadium and against the 4 armed curse seal sound, whos single shot arrows were deflected and were strong enough to create a destruction zone the size of multiple blocks. plus after time skip, neiji is a LOT stronger. no bulletts getting through.
and no, i wudnt put either past lee's speed.

How Long can Neji keep up his defense ? A minute , ten minutes, an hour ? When Neji DOES stop (and he will) Luke will be in his face with a M1 Garand Rifle.
Lee leaves blurs , Luke does not. That pretty much deals with all speed issues.
The ninjas are strong , but not Bulletproof, whereas teh Brothers Valentine can soak up a HELL of a lot of damage.
I've seen about two episodes since I've started watching it again and like four or five episodes in all but it does carry a storyline it just complete randomness through the whole show...makes me want to buy the manga. Excel Saga I don't remember because I haven't seen or read it in years but I do remember it was random. Fooly Cooly isn't really as random I guess but it is random but it does follow a story however odd.
