Whenever I see an attractive woman dressed like a "****" I don't think or care if she's one I usually just thinking of a way for me to start up some witty dialogue with her. If she's easy maybe I'll find out. I don't think men should press themselves on scantily dressed vixens physically or otherwise but you can't blame them for trying to want to talk to them if the opportunity presents itself. It becomes a problem when men, or other women, expect these women to turn a trick and aggressively persue them when the women are not interested.

Yes, to a certain extent… If I go out with the girls for a night on the town with short skirts, high heels and the works, I might definitely be in the mood for a flirt. However, that does not mean I am for sale… perhaps merely that I wish to signal that I am definitely open for “suggestions.”
A girl can dress exactly how she wants to. It’ll never be an excuse for a mannerless idiot to start groping around on her of think that she’s a thing…

Absolutely. The final responsibility for a mannerless idiot's behavior rests with that mannerless idiot. On the other hand, just as I have the right of freedom of speech, but it would be asinine of me to walk through an ethnic neighborhood speaking ethnic slurs, so should a woman be mindful of her dress relative to the situation or her surroundings. IMO, it's just common sense.

Obviously, it's humor is unintentional, but that does't detract from its affect. Good stuff.
On a more topical note, the attire of the majority of the 16 - 35 year old ladies in Taiwan, if transferred to the Western populace of females, would invite accusations of sluttiness. However, in the context of the country it just means that nearly all the girls look freekin' hot. I've seen belts with greater coverage than some of the skirts here. Plus, they're coupled with indisputably fantastic asses, so that makes things even better.

Is not about how they dress...is how they act. If I'm at a bar or a club and some chick starts tongue kissing, drinking irresponsible, grabbing, and exposing herself to more than just one guy....what I'm suppose to assume....Flirting? I don't think so...best bet is always go for the women who behave like ladies and not for the skanky wench.

I depends how it's done.
There's a classy way to dress revealing skin, and then of course there's a trashy way. I mean if you're wearing latex, vinyl, leather, there's straps digging into your skin, things are hanging out that's trashy.
