I think it's because he could be put in rather well and he is a main villain of a nintendo series, and the fact that the series in question only has one Representative is a bit annoying; for me it's alot more fun to play as the villains.

but K. Rool and Megaman should have been in that game.

Indeed, though I wasn't crazy about the one they put in there, other than the gears in the background and the codecs. I think it'd be cool if they did one on top of the gear, and had it moving around, or maybe put you on a platform and revolve around a gear, like in the metaknight level. Tons of stuff they could've done. I was happy they at least incorporated Gray Fox.

True, they could of added Raiden (OMFG 😄) or Gray Fox as full fighters.
I know Outer Heaven and The Big Shell could of been good stages.
