I agree with you on the basic point, but I would say that even if perhaps it would be the best option for the current situation, in the long term it is best to leave your enemies alive that you can potentially use them later. Think of people as resources to be used. Actually, think of everything as a resource to be used. A tool your opponent has in hand at the moment needs not stay there forever. Killing someone inevitably sacrifices you someone you could potentially use to your advantage. The best victory is one where you do not crush your opponents strength, but incorporate it into your own.
But then again, such block philosophies can't really be applied very well in real life. It varies from situation to situation. We're just talking theory here.
