I was under the impression that she hadn't used conventional Lightning - but Emerald Lightning, which can make contact with them.

A close look at the trailer at 1.49 reveals that Opress appears to be sporting a robotic arm now. Hopefully we'll see him finally treated like the poorly trained Sith that he is. I hope Ventress is the one who cut it off.
