In all honestly, Rey being his granddaughter is... interesting. On one hand I do like the idea of Luke training Palpatine's descendent. But on the other, I feel it's a bit too similar to the OT where we have the hero struggling under a dark legacy.
Reincarnation is stupid as hell though. As is carbonite freezing.

Honestly, I think Mara should be her mother, anyone else would feel weird.
Either way, ray's mom died during Ren's uprising, Luke sent her away, probably used the force to suppress her memories and boom.

I'd be fine if later it's explained that Rey was mind wiped to keep her safe from Kylo and the FO, though this wouldn't explain how Kylo doesn't know her already.
But it would explain she gained Force abilities and know how to fight with a lightsaber right off the get go.
I mean we didn't see Luke do anything like that in his first appearance. He actually ya know trained n all that.
Rey just seemed like "Oh I can do this and this!"
So yeah it would seem better if she was mind wiped and implanted with false memories.

One, I actually don't think she's actually related to Palpatine. I was giving a synopsis of what I would do if I was in charge.
Two, her being related to Luke is really stupid poorly written dribble. It's exactly the kind of boring dimensionless shit I would expect.
Star wars is half dimensionless, boring, shit and half decent shit.
I disagree though, it wouldn't be stupidly written, it'd give Luke a reason not to want to teach her, he doesn't want another Kylo Ren or another war.
And in his mind, it would seem like his bloodline is cursed and always will be cursed, which is a nice idea, make Luke, the greatest and last(at least officially) of the Jedi, doubt himself and his capabilities, I don't want another Yoda, incapable of emotion, prideful to the point of arrogance(in the series and movies).
That would be better.
