If they aren't doing that..why the hell are all these democrats whining about it? What is there to be upset over? Why are there reports of the Clinton campaign being "dumbfounded" by this, unless something has indeed changed?
I hope we're not just playing around with semantics and you're going to tell me it's not being reopened because it was never truly closed or something like that.

The FBI director said months ago that no reasonable prosecutor would bring charges against Clinton. Subsequent to that, he testified to a House Committee that the FBI had completed its investigation into Clinton's private email server. Now, having unearthed an unspecified number of additional emails that pertain to the case (notably not sent by Clinton) the testimony is no longer accurate. According to one interpretation of law, the FBI director is required to apprise the House Committee within 10 days of such a discovery. The director was worried that to delay (based on other legal grounds) would lead to an appearance of secrecy or conspiracy. To recap, the FBI got some evidence that they will have to examine and therefore alerted the investigation committee.
Not once in his letter did the director use the words "open" or "re-open." It was in fact Fox news that used that phrasing, and the spin seems to have escalated from there. It's interesting, then, that you describe the democrats' response as "whining." In fact, it is the right-wing's desperation to fling any scrap of controversy at Clinton that is fueling the entire (non) story.
If there is anger from the left, it is at the wildly premature reporting that has led to widespread misconceptions. Running a story about "FBI" and "Clinton" and "emails" is irresponsible if there is no new information.
So it's not reopened, but there is new evidence to examine.
So in other words, more attention is now being paid to this by the FBI when compared to say..last week.

Which yeah, IMO we need to know that shit. If they could GUARANTEE they finish this shit before the election? Sure, but I doubt they can, so we have a right to know IMO.
