(Which is what happens in the book and in the Phantom Menace.)

So he had to adapt because Valorum sent Jedi, but then he failed to kill the Jedi, and then he actually got lucky that the Jedi got through the blockade and escaped Tatooine to finally warn the Senate.
Seems like there's a lot of fail and luck involved in executing his plans.
