Erm? You can be online with the same IP for a pretty much infinite amount of time, as long as two PCs do share the same connection to the internet (e.g. a single router for an entire network). While the PCs are identified with different IPs by the local network, they would share the same IP when operating online, because the router is the only device that is seen from the internet, and therefore the only device equipped with an internet IP.
Hence it was suggested that Gideon might have been online at his University and somebody also online at his University (using the same router and thereby having the same IP) was online here too, resulting in two accounts being online with the same IP, which could be interpreted as socking.
In general, it's impossible to have two different connections to the internet utilizing the same IP - not even for a brief amount of time.
