Because I find that villains are more effective when they are intimidating or dangerous, I find General Grievous as written by Matthew Stover to be a monster moar intimidating than Palpatine himself. (And, by extension, ze Joker.)

Neph. Although that was a doozy of a trick question.
Simply because I find you and the Canadian to be sexy, sexy men doesn't really mean I'm sexually confused. I'm 98% straight, you two simply happen to be the exceptions to an otherwise strict rule.

Movie Grievous only.
Or we could pick a diferent villian. How about the douchbag from Flubber?

Movie Grievous only.
Film-Grievous is nothing compared to Stover!Grievous. Go back and read the passage with the guycyborg; he's absolutely terrifying. You definitely get the impression that Grievous would slaughter you for simply being near him. I don't get that impression from either Palpatine or the Joker.

More specifically, he has alter egos*.*Though it is possible that, as a by-product of Palpatine's extraordinarily malignant narcissism, that he had a bit of that as Sith Lord and politician.
His personality seems different even just as Darth Sidious. He is all serious and scarey in TPM, but in ROTS he is a cackling maniac.
