not running speed perhaps but he's certainly faster than a bullet in reaction speeds...
look spiderman has made a sheild of webbing after an entire swat team opened fire on him = faster than a bullet
spiderman has stuffed the barrel of a gun after the trigger was pulled but before the bullet could go airborn = faster than a bullet.
spiderman has sidestepped a bullet that was shot dead center at his mass AFTER it was only feat away from him = faster than a bullet.
spiderman has CAUGHT a bullet bare handed.. = faster than a bullet...
there's a reason why spiderman was too fast even for thor to keep up with or register movements...

1. The DBZ-Earth may be a lot smaller than our Earth, meaning the distance would be a lot smaller.
2. Or maybe they did the opposite of your original theory? Perhaps instead of having the entire episode follow Piccolo's energy beam as it moves towards the moon, they gave in to having a goof and just shortened it down?
The latter seems most probable, since when shown on planets, energy beams are slower than bullets...

Please define hypertime for me because I have never heard the word 'hypertime" used to describe how fast someone fights.
At his fastest, probably a few seconds or less.
Hypertime is where you move so fast that the rest of the world is frozen (as shown in the movie Clockstoppers). This is used a lot in Smallville.
