Both have their strengths and weakness in the fight. Entropy reduced DD to a skeleton, which one can make an adequate comparison to the Power Cosmic, but DD has pwned the Justice League, and Surfer has been pwned by less

1. DD is not going to stand still
2. Surfer never did it in battle. And yes its plausible why he chooses not to do that in battle.
