Hal has been having some pretty good showings since he created his own ring, though his power level seems to be pretty dynamic (as fits someone who's power level is a product of willpower). Still, I'm reticent to really rank him that much higher than classic Hal until he's really sustained a higher level of power for a longer time. In particular, I'd need to see Hal start showing up in comics with the likes of Orion, Superman, Black Adam, Wonder Woman, etc. and be explicitly presented as their equals or even superior in power. In the end, a hero's power rank is mostly determined by how he consistently ranks against other top heroes.
So I tend to still rank Hal below Superman and Surfer. That could change in time, though I'm skeptical DC will let Hal become truly elite top tier in the long term.
I give Superman a slight edge over Surfer 1v1, but they are typically in the same tier. However, Superman is more dynamic and more likely than Surfer to jump out of that tier--though Surfer does that sometimes as well.
The Runner is typically on a level slightly beyond the elite top tier for heroes.
So factoring that all in, I'm inclined to typically give the fight to the Marvel duo, but it's close. However, a fairly uber Superman portrayal--which happens decently regularly--could easily tip the fight in DC's favor, sometimes decisively.
