Techinicly Wally didnt outrun him, he outsmarted him.

Even speedsters have to rest and recharge eventually. Black Flash however dosent. I think thats why he is such a threat

Really winning an intergalatic race, out running Surfer without trying. If Runner was a main dc character he would hev 5 billion feats (any character would)
