You could also argue that surfer is faster than flash.(debatable). In the surfer fight runner was basically toying with surfer with his speed. Surfer couldnt even hit him with his cosmic blasts. It wasnt until runner slowed down and confronted surfer H2h that surfer actually could try to damage him. Which he didnt. He didnt have the space gem in that fight.
Thanos has never been speed blitz by surfer, but runner was able to do it. Yeah , i know he had the gem. But lets look into the gem for a sec.
-The elders didnt really tap into the gems full powers. some didnt even know they did anything at all.
-Runner comented that he would SOMETIMES be so fast he was at a certain place just by thinking it. meaning instant travel. Meaning those specific times he would tap into the gem.
-In the thanos fight. I dont recall runner instant traveling. Im pretty sure he blitz thanos with his own speed. Because like I said before the elders rarily taped into the gems powers.
So that is all we can base runners speed by.

The problem with arguing that any character is faster than Flash is that Flash has no speed limit that we know of. He can steal speed, lend speed, make speed into a flaming lightning suit around his body, travel through time and dimensions, and do countless other things relating to controlling the "energy" of speed.
I'm not trying to say that Runner has a limit either, that's why it's kind of pointless to argue.
Yes, Black Flash almost caught Wally. So what? Wally didn't use a single speed trick. He just ran to get to the end of time and have Black Flash close enough behind him to make him fall into his trap. It's nice to see people taking an interest in "older" Flash comics (Black Flash was around issue 130 if I recall correctly) and Wally has gone faster and learned more and more how to control the speed force in the 100 issues since that whole debacle.

Black Flash is a metaphor for death. And you can't outrun death (unless you're immortal). Therefore you can't outrun the Black Flash, no matter how fast you run.He will always catch you in the end.

I think if we interpret this the same way Black Flash translates to a metaphor for death, then the Runner did in fact beat Black Flash by becoming immortal. The same way Wally could beat Black Flash if he should gain the key to immortality.
Interesting, though, is the quote that says "the Runner found some key to longevity that enabled him to escape the fate of the rest of his species. The exact nature of this key remains unclear, but it seems related to total freedom. On one occasion, he told the Silver Surfer that had he been forced to endure captivity on one planet, he would have died."
Perhaps we mis-interpreted Black Flash! Perhaps he is not a sprinter, but rather a marathon athlete, and the race is still continuing!

I think what he told surfer took place before death banished the elders from her realm, thus granting them immortality.

You're really stuck one one line of narrative from one panel in one issue by one writer. Read the other 229 Flash issues and then come back and argue that he has any sort of limit to his speed.

I mean seriously, Dick is Nightwing, Roy is Arsenal, Garth is Tempest and Donna is Troya (being WW dosent really count 😛). I think its time for Wally to establish his own idenity or at least his own costume

Johnny Quick was killed by Savitar (IIRC) with no mention of Black Flash ever racing after him at any time (back when Waid was writing).
Savitar went to speed force heaven, but was not killed (again, no mention of Black Flash). He got exactly what he was searching for by linking up with the speed force (this also happened when Waid was writing).

Oh! A man name Mark Millar wrote this arc while Waid was away writing JLA Year 1. That explains all the discontinuity. Millar wrote a total of 11 issues out of the 230 issue run. I wonder why Johns never cared to mention Black Flash ever again in the rest of the run.
Bottom line (and I will not respond to this thread again since you have no argument): One sentence from one thought of one issue about a character written and created by a temporary replacement does not contradict the fact that Wally never had any limit to his speed. Wally could always go faster.
