Yes. Galactus and Abraxas failed to stop Richards from clicking a button so Richards obviously possesses the entire Speed Force in his thumb.

This will be a tough one for Flash....

But when she was struck by the arrow she basically just legoed it. Her body could technically just be a reality lego husk.

I'll just err on the side of caution and say Flash though.

That arrow did NO lasting damage, and Wanda was distracted in her madness conversing with Strange.

Wanda gets shot by Hawk Eye
