No PIS/CIS involved - the conditions favor Flash way too much.
He moves thousands (Edit: millions) of times faster than any human can think. Reed and Wanda would never have a chance. Heres the scenario:
First theres a staredown for a good couple minutes coupled with some thematic "western showdown" music and a couple tumbleweeds passing by. Then theres the required 5-minute monologue by Reed while crazy-ass Wanda sits playing with her imaginary "children." Flash gets tired of the diatrabe and steals the UN from Reed in a couple picoseconds if that - then proceeds to pimp-slap Wanda and Reed, utterly disintigrating them from the force of his faster-than-light pimp hand. Of course, logic dictates that due to Newton's third law - flash too would be utterly annihilated by the force of his own blow. Thus, everyone dies and the Roadrunner & Speedy Gonzales show up and claim victory.

Since when can Flash's speedblits or b*tch slaps equate to destroying more than a Universe?
Scenerio 1. Flash takes away the UN from Reed, clicks it, and rubs himself out.
Scenerio 2. Flash knocks out Reed, runs with the UN millions of miles away, leaves it there and comes back in your, "pico seconds" whatever, now he slaps Wanda up before she can think, AND?...AND?
Wanda was SHOT dead in the Heart by Hawkeye, guess what, she doesn't die.
But she's not...arrow in her back deconstructs...everything is as was.
Hawkeye shot another arrow, almost immediately after the first
Wanda breaks Hawkeye up into little blocks...forget the arrow.
Wanda stood at ground zero in an explosion that REMADE the UNIVERSE, it should have atomized her "FRAIL, HUMAN BODY", she survives and brings back everything like it never happened.
After Wanda says, "No more Mutants"...she Obliterates everything
Wanda didn't turn to atoms or molecules or pudding or anything, her FRAIL HUMAN BODY SURVIVED, like nothing ever happened

Wanda REMADE the 616 Universe more than once.
"Her ability to altar probability got Super charged"
"She's starting to REMAKE Reality 616... again" (more than once she did it)
"You might not even exist anymore in whatever New Reality takes place"

I'll concede that Reed would lose the UN to Flash.
But Wanda will erase Flash, sooner or later.
