It ISN'T based upon destructive power or constructive ability.
It's solely based on what Marvel says. If they say that Wolverine is an omega mutant, he is. If they say that Jubilee is an omega mutant, she is. If they say that Mad Jim Jaspers, who had the ability to reshape the ENTIRE UNIVERSE is NOT an omega mutant, then he isn't.

They cannot prove that STorm doesn't have unlimited potential because Uncanny 147 very clearly states that Rougestorm, like Dark Phoenix, had ultimate potential/power in her grasp. She merely turned it down. Claremont put Phoenix/Dark Phoenix potential being beyond any of the abstract cosmic beings and he put Storm's potential right up there on that level. If these people don't want to accept it, then tough.

I have no doubts that Storm could mess up the planet to the point where it couldn't sustain life but her powers are just too... ehh... what's the word I'm looking for... fluffy? It's just... controlling the weather doesn't have the unbridled power of controlling everything that you see with your Surfers or your Magnetos or your Jeans Greys.
And trying to take a weather manipulator like Storm to a higher level just comes off as too much of a stretch for me. At least with guys like Thor and BRB the weather control is like a sidecar, plus they're magic.
