It has nothing to do with an ultimate or limitless power - which Storm has never ever ever shown.
It's about official conclusive and irrefutable confirmation.
If she was going to be confirmed it would have been in the 198 files. But she wasn't.
If Marvel wants to make Wither or Jubilee or Rogue or whoever else an Omega - they are.
