I can just as easily assume that Brio is a celestial as you can assume from that scan that Antiphon is a Watcher 😬

Antiphon WAS the First Watcher.

Brio being a Celestial is your guess, and that's fine.
Even if Brio is a Celestial who was a Proemial god,
he was still created by the "Living Universe" according to your scans,
the Living Universe is Eternity.
So Eternity still created the Celestials and the Watchers aswell. 🙂

Several cats (expecially towards the top)
will be sharing spots because there's no definitive way to gauge them precisely,
in terms of who's more powerful.
Like a Havok, Merlyn and Cap. w/Excalibur and the Amulet for example,
they can all do basically the same thing so how can we judge?
Then you have other instances where Feats are not everything.
Like Jaspers.
Merlyn fused the entire life-force of the Omniverse into tiny Crystals to do with as he wished,
and yet Jaspers 616 who only Warped One Universe, was more powerful.
This is why the list will take some wheels turning in our heads.

The Living Universe was Eternity, now it's Eternity/Infinity.

i see . . . well i think thats great because things kinda got spread out through out the pages and it would just be nice to have current list
My best guess for this is...
1. LT. To me, this kind of goes without saying.
2. Infinity Being. I hate this character with a passion, but I just have to say that it IS powerful.
3. BeyonderS. They made the CCU's, which have some insane feats.
4. Havok. He is so powerful and importent, I know... But lets face it, he couldn't do anything to the guys above him.
5. Jaspers 616. He's tough... Especially now that he has the Fury's power.
6. Merlyn. Bit shakey, but whatever. And if I'm not mistaken he doesn't have the Matrix powers anymore.
7. CB w/Excalibur & Amulet. Did he actually DO anything, or was it all just Hyperbole? Regardless, it was very good Hyperbole.
8. IG. No specific reason, this is just where it's feats put it.
9. HOM Wanda. She's so low, because from the debates I've seen I'm convinced that the Chaos Wave was just a side effect.
10. Edifice Rex. I don't see anything that puts him above Universal level.
everyone else on the list either I know little about, or they have HUGELY variable showings.
