Tactical? You mean his ability to run scenarios? It a cool power/enhancement, but does not give him the win or even closes to it. It allows him to run what might happen not will happen. And the scenario are not always ones he will win. Nor can he tactically causes the scenario he likes to take places.
Sorry, but kicking a tank shell does not make him faster then wolverine. Bullets, rockets ect are as fast if not faster then a tank shell and wolverine has deflect them.

Starscream M, just ignore him. Trust me. Fired tank shells are not slower than darts, bullets or RPG's or shoulder-fired rockets. Muzzle velocities by modern tank guns are usually double the speed of most assault rifles. They'd have to be in order to carry the extra weight and payload.
Fact is, Midnighter is his superior in many ways. His battle analysis skills are far better. Wolverine may be able to play master chessman while doing olympic routines, but Midnighter's processing abilities are far superior. Midnighter's strength is superior. Midnighter's battle reflexes are superior due to his strength and nerve induction enhancements. He can kick a fired tank shell out of mid air. Wolverine's... cut a fired dart out of mid-air. Whoopee.
Not only that, but the whole common knowledge rule doesn't really apply to Midnighter since he could see all of Wolverine's enhancements with a glance. He'd know about his skeleton and healing factor and compensate. Wolverine has no idea who he's facing under common knowledge rules other than a guy who thinks he can run around the world telling everybody what they should do and is gay. Midnighter's in another class altogether from the best of the best of street. Batman, Cap, Wolvie, etc. They'd all get stomped on by Midnighter. I won't amend my previous opinion:
