For Jean Grey, she merely has to take the time to THINK "snapped neck," and Storm is out.

For Storm, she has to THINK "Lightning, strike that white *****!" then the lightning actually has to do the striking. It takes time. There is lag between the thought, and the execution for Storm.

No such lag for Jean.

Both have to think to use their powers. The difference being that for Jean or any telepath or telekinetic, thought is their power. Storm's thoughts manipulate weather to first generate lightning, and then that lightning travels.

Additionally telepath minds work faster, an inexperienced Emma Frost learnt the entire lifetime's training of another mutant telepath in seconds.

Not anti-manipulate, just screw it up so it doesn't work. Obviously you can't telepathy Storm because he brain is made of lightning.

Okay, guys. I believe the issue was 269. I don't have my issues in front of me. Its between 269 and 272 where it shows that has to concentrate harder to Ororo to bring her powers online.

For Jean to merely think, she has to back that up with concentration and then the energy has to travel from her to Storm. BTW, thoughts are electrons. Therefore, Jean's thoughts are no faster than electricity.

In Storm's case, she merely has to will the atmosphere around Jean or over the battle field to act. Nothing has to travel from her to Jean.

Oh yeah, and White Queen tried to kill Storm with a psi-bolt in Uncanny 152 and Ororo shrugged it off.

Thoughts are not electrons. Go take a (very) basic neuropsych class.

Can anyone answer this.

If Storm and Jean were standing side by side and their objective is they have to kill a rabbit only the rabbit is in pluto. Storm can choose which power to use either lightning from her hands or lightning from earth clouds and Jean can choose either telepathically shut down its brain or make it explode telekinetically.

How many seconds/mins/ hours will:
Storm's attacks kill/reach the rabbit?
Jean's attacks kill/reach the rabbit?

They both fire at the same time.

What I meant is your brain gives instructions to your body via electrical impulses.

Regardless, Jean's TP does have to travel through space. That is why electrical and related energies can affect it. This is also why it has been stopped by force-fields in the past as well.

Actually, Storm's psionic commands need to travel to give the weather patterns a command. And the lightning has to appear too.
