Actually while his phrase was badly presented it has origins in the practical application of the law.
Justice is the desired outcome but not the driving force. Fairness and judicial correctness are seen as more "achievable" then something as subjective as just - after all, what is justice for one person is not for another. Thus limits and outcomes have to be imposed, and realised that they might not be viewed as "just" by many people. Doing something right, legally, does not equal justice being achieved.
The law has to be standardised as much as possible so it doesn't grind to a halt. As such it has to deal with widely different segments of society, educational standards, crimes, social opinion, potential bias in judges, lawyers and all the rest. It is more important, in terms of legislation, to be able to study it and say "this is as fair and balance as possible" - which is possible to do, as opposed to saying "we have to insure this is as just as possible." Doesn't seem vary nice certainly, but many of those in the industry defend it as insuring the rights and safety and judicial opportunity of as many people as possible are represented.
But still, we can hope one day it reaches the point where justice is a goal, and not merely a much hoped for by-product.
