The Watcher wasn't involved. He just watched. It was a pretty big event an he wanted good seats
And Cap wasn't crying cause he just realized people was against him. He gave up cause he was hurting these people by carrying on this fight. Thats why after he's tackled they show the shot of the city to show the damage. Remember, Tony's the only one who even mentions the safety of the civilians.

Seriously, Cap saw that they really weren't fighting for anything. I mean the entire point of being a hero is to save innocent lives and keep the peace, and yet here is finds himself leading a war in which the very principles of being a superhero have been sacrificed
If the entire argument was how heroes should be seen in society, than what is the point if all you are doing is putting those who you swear to protect in the line of fire?
Cap essentially saw that his side was just as bad as the pro-regs, if not worse, and knew the only way this war would end would be if he surrendered

12. Cap's ending felt like a bit too much of a cop out. Yes, it was realistic, but it made Cap look like an imbecile for taking that long to realize the obvious.
13. Tony heading SHIELD was predictable
14. Dagger was finally portrayed as cool/hot
15. Can Punisher with a gun now KO Mr. Fantastic?
16. Taskmaster's line before being owned by IW was corny
17. Too much time spent on Invisible Woman
18. Lady Deathstrike was pretty cool
19. Venom seems to maintain his MO of being utterly useless
20. Mar-Vell shouldn't have even been on the battlefield, much less have such a drastically ignored entrance
21. Should have added a bit more drama moments to the massive teleport via Cloak

Utterly, utterly contrived. Pretty. But contrived. And leading into another sales motivated "event." Sorry if I sound jaded, but a sequence of "ooh" moments, character flybys and a "sudden realisation" that if you teleport a group of fighting superpowered people out of an isolated area and into heavily a populated city, people might - just might, on the off chance, possibly, maybe - might be affected or even perhaps - shock, horror - hurt, left me with the unpleasant taste of "meh."
The problem is that some of you are failing to see how Marvel just completely wrecked a great character.
Captain America have always been a figthing dog. He fights to the bitter finish if necessary. For him to quit in battle is just...out of character. I find hard to believe that a man like Steve Rogers whom in the past led WWII soldiers agaisn't odds just quits. Why the hell did he started the whole anti-registration if he was worried there would be civilian casualties? He fought in WWII and we all know that human lives were lost. Him crying in the end is cheesy...poorly writen...and simply...not the ending this event should have been.
Tell me, who is going to trust Captain America in the future to lead an army to battle? They just know he is going to quit on them. Simply terrible. Cap is just not going to be the same ever again.

Though this has me wondering what millar would have done...
