What are the requirements of the SRA? At times it seems that it mandates that everyone who wants to run around in a costume and fight crime has to register, and at others it seems that everyone with powers has to register, regardless of whether or not they want to run around in a costume fighting crime.

a whole town was turned into a crater during her fight with that blue alien thing. just a few issues ago in her series.
She wasn't the one who was responsible for the blast but neither was Speedball so why does she get to be by Iron mans side while Speedball sits in a in jail sale?
becuase speed ball has publicly sounded off that he's innocent. that and the fact that they need someone to pin this on.. as far as the SRA its kinda tricky to me bcuz in that thunderbolt issue featruing baren zemo he ominously made a reference to the fact that he's amassing an army bcuz the grandmaster told him that earth is in for a whole mess of trouble in the immediate future,
now we all know that the one and only grandmaster is that elder of the universe guy, so maybe the powers that be knows something is on the horizon and they're doing exactly what Iron man suggested to the illuminati to have a large force of metahumans to deal with planetary threats. or at the very last we know that they're probably gonna use the villains for black bag jobs in foreign countries, and heroes on a more public, user-friendly front to make the populace think they are more safe than ever, cuz now both the heroes and villians are working for us so there will be no more elaborate costumed battles in the streets, or bank robberies----------well at least thats my little ol hair brained theory 🙄
