Spider-Woman pre-Avengers was not one of Marvel's top females. There are the X-babes and Sue, then Avenger women and then solo acts and Jessica Drew is among them. Luke Cage is "popular" from his Hero for Hire days, but in comparison to past Avenger members how popular is he? Luke Cage, Echo and Jessica Drew were not more popular than Quicksilver, Hank Pym or Thor and they made the team.
I'm really at a loss. What other "less" popular characters should have made this team?

No, in the interview for the new New Avengers they said they were reuniting Luke and Danny to get the team back together (that was even a joke). For the original team Bendis said he just liked the character.
