This whole IG vs UN (which dragged in Maelstrom) got me thinking.
How could the IG be more powerful than the UN? During the Cosmos in Collision storyline Maelstrom tanked an IG blast from Thanos and laughed in his face. Worse, it seemed that Thanos couldn't "see" Maelstrom insulting him, it's like he was hidden from Thanos somehow (and this was a competent user of the IG).
In that very issue, we have Maelstrom talking smack to Galactus and Galactus instantly reached out for the UN. But Maelstrom had encased it inside an impenetrable force field. Why do that if you don't fear it? This from the guy that just laughed in "God's" face not 10 mins ago.
In a later Quasar issue, when he's chasing down the Living Laser through multiple alternative universes, he comes across one in which he failed to stop Maelstrom. In this universe, Maelstrom and an IG powered Thanos are going at it like cats and dogs for the top dog position. Neither side winning.
Also from Maelstrom's bio that someone posted, it stated Maelstrom had amassed more power than the IG itself.
Yet he feared the power of the Nullifier and encased it in a field so powerful no one could get to it (notice he didn't attempt to destroy it, maybe he couldn't).
None of this has been retconned so, I'll say the UN in the hands of a competent user, wins it.
I agree in that alternate univer maelstrom was more powerul than the ig... But people will argue with you saying the dont see the ig drawn on thanos hand... Or that the 616 ig is stronger than said alternate universe...
In that universe tjough i think maelstrom usurped oblivions role of power or some such... Whih makes him even strongee than the one that appeared in 616xzz

Well the argument goes like this... The un can destroy anyone...
However if you can redirect the beam or prevent it from ever being fired how dangerous is it?
Maelstrom should fear the un because he didnt shoe he could redirect it or manipukate time... Although he had brute force power...
The ig is like a snipers rifle compare to the mallet that is the un...
