The Nine tail demon fox makes naruto the most powerful. Ninet tail fox cant fully release its full power yet till naruto can handle its full power, he has only been getting as much power as his training would allow him to use. The most powerful ninja ever the 4th Hokage(more likely than not Naruto's Father) had to sacrifice his own life to stop the nine tail. Therefore when naruto fully unleashes the nine tail power he will be stronger than any ninja could possibly be as it will be his own power that keeps growing ontop of the power of the Nine Tail that was greater than the 4th Hokage.
Naruto can not release the full power of the nine tails with out risk of the seal being broken and the kyubi getting out. Even in his 4 tail form Naruto is at risk of being killed. Naruto would have killed Orochimaru if Yamato did not seal the kyubis power in this form. That one blast leveled an entire forest, Sasuke only killed an Orochimaru who was on his death dead, there is nothing special about that, Sasuke him self admits Orochimaru was already weak when he killed him in the latest manga. If Naruto used the kyubis power against sasuke in his 4th tail form Sasuke couldnt do a thing to stop him. And before any one says Sasuke can surpress the nine tails power he only did that when Naruto had not released the seal, no reason to beleive he could do so when its power is released.

naruto knows this but yet he continues to use it
Naruto hasn't used the Demon Fox chakra in a while though that's mainly because the Hokage clone is supressing it all but still. Creating the new Rasengan and forming it was all done with Naruto's own chakra.
Plus Naruto doesn't remember what happens when he gets the 4th tail so he doesn't know it is killing him or if he hurts anybody.
and even after he goes up to 4 tails he's body regenerates at an alarming rate, but another factor is since the kyub can communicate with naruto maybe he will know a secret and tell naruto. which than might allow them 2 cop and won't let the fox go nor kill him. and the person pulling the strings is...... a hokage don't know which one but its gonna cause remember their are like 5 countries with hokages. lol
When? I know when he was training to add his element to the rasengan he used demon chakra but it was supressed before it could help him at all. And he didn't use demon chakra while going against Kazuki...and besides that he hasn't been shown doing anything except briefly against Kabuto..and even then he didn't use demon fox chakra.

😕 Wouldn't the leaf ninja leader be...Tsunade. Unless you mean the guy who put Sai in the group. Also where does it show a Konoha ninja? And the one I read said something different.
Yes, of course the 4th Hokage. It must be him there can be no other person who could tell the Akatsuki Leader what to do. 😗
If it was anybody known I'd bet on the guy who put Sai in the group and hates Tsunade and wants to rule Konoha. Or somebody with the same idea. Get rid of Demon Fox, get rid of any threat also then overthrow the Hokage and rule turning Konoha back into a military village. It's probably some new person though that's actual more powerful than the Akatsuki leader and he's going to combine the demon's power together and give himself power that nobody can rival. But then all of Akatsuki is going to get beaten and team Kakashi's going to find out about him so he's going to use the power of the demons he's already got and then Kyuubi is going emerge fully in Naruto to battle this guy with the power of however many demons they have in an epic battle that'll kill the demons, the villain, and Naruto.
