as you can see, this site stated that "Finish" Hiroshi is the planner of the first SF. and when I check from he credit :

he's the only one who planned SF. that means he was the one who organized the entire game along with character design, music, background and planned everything on it. he also make the rest of the casts worked for him except Piston Takashi(direction) who direct the entire project.
later, both of them leave Capcom after the production of SF1, and they were employed by SNK. no surprise here if AOF is quite similar to SF1 since Finish Hiroshi is the executive director for this game as it was stated by my first link. and it was stated to by street fighter wikia :

Finish Hiroshi is an executive director for this game(AOF). since he was involved as a planner of SF and later he was an E director of AOF so it means he managed and directed everything from that game including planning and design. once again, no surprise if Ryo is quite similar to Ryu.
