it seems you missed a point. Hiroshi was a planner. not an "approver". he can't just approve anything without Piston's guide as a direction. his job is a planner. and as Sado said before, planner's jobs are plan the game and supervise the character design, music, background, etc. yap, he's in charge of the design too.
and as a director, he is a person who is in charge of significant creative aspects of a video game (in this case : AOF). take a look at Hideo Kojima who directed metal gear series. he's someone who have the idea of metal gear's character, plot, etc. the same goes to Finish Hiroshi. one more thing, street fighter wikia even stated this :
Street Fighter was directed by Takashi Nishiyama (who is credited as "Piston Takashi" in the game) and planned by Hiroshi Matsumoto (credited as "Finish Hiroshi"😉, who both previously worked on the overhead beat 'em up Avengers. The two men would leave Capcom after the production of the game and were employed by SNK, developing most of their fighting game series (including sequels to Fatal Fury and Art of Fighting). A strong similarity is evident between Street Fighter and these early SNK fighting games.
Hiroshi was involved in AOF and SF. no wonder if both of these games are quite similar in term of design. besides, capcom is not the owner of karate gi and karate style... 😬
