If he sees faster, that means the bullets are in slow motion for him. To what extent is unexplained. It is never said whether Captain America can sit there and track the bullet in the air or not, but seeing even a SLIGHT bit faster means the the bullet appears to be going a SLIGHT bit slower.
Slow motion.
Also; how much friggin faster do you THINK he'd have to see in order to dodge bullets like it was 'nothing.'
Lastly, I don't understand why you are bitching about Cap being able to do this. He was given a super soldier serum. It's a comic book. He doesn't need some thorough, thought out, explanation.
If you really want to get into it, Logan's enhanced senses aren't really a realistic explanation of being able to see bullets in slow motion, either.

Gamora doesn't really get hit anywhere near as much as Wolverine does, so that showing is about all we have to go by.

I think it was pretty much implied that he sees the bullets in slow motion, if not why mention it? He didn't slap us in the face with a dead fish and say "I see bullets in slow motion, *****!" but we all know what he ment.
